It could just mean he will have to recuse himself because after the 20 pages come out he becomes a witness for the prosecution.

IMHO (and if I am wrong I will instantly admit it), RR and Mule are not black hats. Q repeatedly says they (white hats) are in control and know everything.
If RR and Mule were black hats actively trying to subvert MAGA, Trump and team would not be in control.
Thus, RR and Mule are at the very least leveraged and doing good work.
And, NO ONE KNOWS! because there are no leaks, and the evil ones who are targets ALSO DON’T KNOW. That is why Q teases about RR and Mule frequently. To taunt and torment the enemy with doubts and fears with a few false hopes tossed in.
