Seriously? You can't really believe for a second that that moron and his democrap lackeys wouldn't steal that money from other areas in heartbeat, like they have with the gas tax for road repairs do you?

And I bet he could get Bezos, Musk and other Gaia worshiping billionaires to kick in cash. And it's not like like it takes billions to design, build and racket a satellite into space. As a matter of fact I think one of those people I named already owns a company with the capability.

It's all fine and well to ridicule Moonbeam, he's a buffoon, albeit a destructive one, but the resources and capabilities of California are really quite impressive no matter how much some love to hate it.
