I suggest that the behavior of the punt returner constituted unsportsmanlike conduct. He abused a rule meant to protect players from injury to gain a competitive advantage. There should be a rule that a player whose action feign a fair catch, but who did not signal a fair catch be called for unsportsmanlike conduct (which, regardless of the rules, this was) to discourage this sort of thing.
Yes, Arkansas defenders should have waited for a whistle. There should be a rule that a player is down when he fails to attempt to advance the ball, such as the case here.
