I went and reread the order. He does not appear to say that the DOJ or DNI can continue to review for parts to redact. They are “directed” to “provide for the immediate declassification of the following materials”. The FISA pages are then listed. Had he wanted continued redactions, he would have ordered further review to reduce the amount of prior redactions.
In the second part, DOJ and FBI are publicly directed to release the text messages. The only wiggle room is “related to the Russia investigation”. I could see Comey saying that certain emails were related to Trump campaign violations or Cohen corruption or things like that. He should just release all of it that relates to Trump, his admin or the campaign.
