I don't see any wiggle room in these bolded words. If the documents are declassified, there is no reason to withhold them. Well, unless you're a Dem.

The wiggle room would be “relating to the Russia investigation. Anything that doesn’t specifically refer to Russia, they would say was ‘related” to something else.

Related is one of those weasel words that lawyers use a lot.
