There was a problem in delivering supplies because of washed out roads.

They were probably intended for areas that were inaccessible.

There was another problem, they had no truck drivers because they went on strike. Containers filled the shipping docks while ships waited at sea to unload..........

That was a part of the problem. But, an even greater problem was with union truck drivers and dock workers. They wanted more money and when didn’t get it refused to work. And, as with Katrina /New Orleans, a lot of people sat on their dead @$$’s waiting for someone else to take care of their every need. Much different than with Harvey/Houston where most people took charge of their situation. Results were much different....
