25th Amendment depends upon VP Pence cooperating in the take down of his President - not once, but twice, I believe. Thereafter, it requires a two-thirds vote of the Congress (both houses) to declare the President unfit to serve. Lacking that super-majority vote, the President will reclaim his position.
