I think it’s possibly intended to expedite the legal process. The crimes in D.C. are so extensive and convoluted, I’ve wondered how many hours, days, years of legal maneuvering are ahead of us, and how long before the public tunes out. Pro actively providing clerical/acquisition support like this could speed things up....hopefully. :)
This presentation might also serve to get around the rules of introduction of evidence.
