Ann said to pull out the Constitution and read it. The role of the Commander in Chief is all about using the military for protecting the country, building enforcements, and that the military did primarily just that, in our early history.
Seems she reported that 70% of the budget is in Defense and Homeland Security and all of it under the purview of the CIChief.
