Well, Chicago finances are in horrible shape. I heard their bond rating could be dropping. Rahm has done some unpopular things such as closing and consolidating schools to save money. I hear there is huge pension debt to deal with.
Add it all up, and perhaps Rahm doesn’t want to be there when it gets ugly, doesn’t want to get blamed for things.
