This sort of behaviour is known as a "pit and run".
This is in Venice, California, and the photo of the woman and the dog is quite clear. The woman appears to be a white female between the ages of 26-35 with dirty blonde hair pulled back, no makeup. Glasses. HWP and sitting down in the street with her pit bull in her lap. Clear photo, identifiable, and the dog is a dark grey pit bull with a white chest and white front paws.

Btw, I cannot believe the stupidity of some of these pit owners. Some of these people who allow their dogs to be unsecured, unleashed, then attack people, need to be jailed for a long time and financially ruined. I’ve personally seen pit attacks and the results close up. They’re horrific.

Sometimes it is more fulfilling to attempt to right one wrong than inform many of a life-changing disaster.
If the dog and its owner can be located, it may eliminate the necessity for a series of very expensive (USD$10,000 I believe) and painful rabies shots for the victim, already suffering from pain, fear, trauma, and a broken wrist.

The blogspot itself contains a wealth of links about dogfighting, pit bull dogs, the dog owners, and now the blogger's aunt apparently being attacked by a pit bull herself.
It is not for the faint of heart. Some of the photos and videos are difficult to view. I limit my time here severely. Otherwise, I risk becoming inured to the violence.

Yep, looking closely, blood can be seen on the handle of the lower container as well as the pavement in front of the container. Looks like someone possibly attempted to end the pit attack by pouring water on the animal. And that would all but useless in a pit attack.
Today it is to attempt to right one wrong by assisting to find a perpetrating dog and its owner, to avoid the additional pain and expense of rabies shots.
Hm. Just finding the dog and its owner will not right a wrong. I did not express myself sufficiently clearly, I apologise. I will attempt greater clarity in future.
