I think any trial or due process can be waived when these lowlifes are found and go right to the punishment phase. I like the truck idea as long as it ends in the dog killers being dead. Just be sure they are the right guys and make sure it's a long slow painful death. Stick their head on a pike right at the border as an example. Of course, from what I hear, the cartel's have been doing this for a while so it may have no affect on the bad guys. Routine old news.
