Two possibilities:
1. Putin is pushing this as a jobs program for Siberia.
2. Russia plans on invading China using herds of woolly mammoths like Hannibal used elephants.

Yep, Sabre toothed tigers should be re-introduced to the wild in southern California.

Local farmers might object to something the size of an elephant raiding their fields. And if you thought hitting a deer was bad for your car, these things might hit back.

Since there is no longer any place on earth where they could actually survive, a pretty pointless exercise.
Some species go extinct for a reason.

One day, a human is going to emerge out of the Permafrost. The Russians and the Koreans will clone him/her in a New York minute. Depend on it.

Think of the money that could be made! Putin could sell new wooly Mammoths to zoos and circuses. Would you pay to see a mammoth? I would. A trained Mammoth act could headline the Moscow Circus, Headline in Las Vegas! The Circ de Paree ! Such a thing would put Russia on the Map. Not to mention “Mammoth Burgers” and “Mammoth steaks.”
