I feel terrible for this young boy. But no 9 year old is capable of determining that he is gay. No 9 year old is capable of determining he is straight, either - pre-pubescent children don’t have sexual urges, though some adults insist on taking the babblings of children as justification for treating them as gay.

I agree. But I remember a boy in my kindergarten class—say 1951—who did act like he was a little girl. He played with the girls and played with dolls. The teacher tried to ease his way with the other kids saying things like, “Fathers have to learn how to take care of babies too.” I don’t recall that he was bullied, per se, but he was pretty much shunned by the boys and he was thought to be odd.
