Here is something similar for upcoming consideration:
https://www.politico.com/story/2018/08/27/robert-mueller-special-counsel-report-sleeper-case-797373
The article notes that the old independent counsel statute provided a means for + by which a report can be submitted to congress. The law expired. There is no legal way for the Mule to submit grand jury information unless it’s contained in something declassified by POTUS.

I suppose a great deal depends on the judges in this case...
I thought I spotted a Dem delaying tactic recently - a few Dems saying “in unison” that Mueller should wait to release his “devastating” report. The way it was posed, it made me think they planned on something happening to his investigation (action by Trump? FISA?) that would allow them to claim a massive release of his “evidence” that would bring Trump down was blocked by Trump.
It was if they have NOTHING and were saying, “You just waaaaaaaait, it’s really gonna destroy Trump...waaaaaait....not yet.....” Like Mueller hadn’t done his best already and failed laughably, and now they were waaaaaaaiting to be able to say, “But but but....he was JUST going to release it ALL!” and then protest over that.
