Yeah it seems Tonya is not a very nice upstanding person.
I was lead to believe that the Chinese were using a shadow program that allowed them to see everything on the servers in real time. So if the beast opened an email from the evil WH overlord they could read it right along with her.
I know the technology existed back then so it is plausible.
The way I read it, e-mail leaving the server was sent "to China," likely some addy that wasn't literally in China but was not part of the distribution the composer of the e-mail saw.
An old program called procmail can do this trivially. I use procmail here to copy/forward, and otherwise mangle email that passes through my server. Invisible to the users. Tracks in the logs vary, depending on how those things are configured.
