If you assert that Rosenstein is a black hat, then it becomes difficult to cast Huber in the hero role, because he's a major risk of being told to stand down (unless he's reporting directly to Sessions, which is possible, but hasn't been stated anywhere).

Some people in the government have more than one "report to." Wray, for example, reports to DOJ/Rosenstein for criminal matters, but to ODNI for intelligence matters.

Huber has two "reports-to." One of them is Sessions. There is a paper record of this. It's been in the news, and on DOJ letterhead in responses to Congress. google sessions march 29 letter
