EVERY significant component of the government must have a citizen's group of average citizens well vetted ahead of time for sanity, logical thinking, humility, honesty etc. who would serve for 4-10 years and monitor, review whatever governmental org they were responsible for--every bit of it from money to personnel to effectiveness etc.

What you are suggesting is an ISO9000 style government with auditing by citizens

I just think somehow the arrogance, power-mongering etc. MUST be short-circuited wholesale and persistently.

And, perhaps, every 15-20 years or so, a significant portion of the laws must be significantly altered 'merely' because the creativity of evil people to neutralize the laws increases the longer the laws are in place. It MIGHT be workable to, therefore, alter (again via a common citizen think-tank of wise, humble, bright etc. vetted folks)--to alter a major portion of the law often enough that those who would neutralize it would have to start over with their scheming, power-mongering manipulations.
