Circumstances on the ground have to be such that the civilian courts are unable to operate. Ordering them to close doesn't cut it, they have to close themselves, more or less. And they would if they were under bombardment.

Our system of government (pretty much all of them in the modern world) have military justice as a backstop. The military thugs with the guns come in and run the show until the civilian thugs with the guns get back in order.

Right. I cannot find where (in the Q crumbs) this idea originated about military tribunals for civilians. I suspect it might have been from a Q "interpreter." Or maybe it was just an urban legend in Wonderland.

If I missed something where Q actually said this, I will stand corrected ... but still skeptical. (Q has been known to troll the Derps.)
