Air conditioner should not be able to be shut off until you confirm no child is in the car.
Auto ac turn on when leaving car.
Also ban all autos without ac
Install recorded message “ Check to see if you left your child or pet in the car.”
Not kidding. This would probably have saved all or most all of these children.
