I actually think this is a deep state effort to divide Californians - to polarize the left and the right in the state in order to halt the effectiveness of “walk-away” type campaigns - whatever will divide and conquer as Trump turns more of his attention to CA.
Perhaps - The Dark Side, hard to see it is. But I would point out that laws are not passed to divide, they are passed to prosecute.
