As a lifelong resident of the great state of California, uh, no. I’ve been to Mexico dozens of times, and for all its faults, I’ll take California over anywhere in Mexico all day every day. That said, Mexico doesn’t have the wherewithal to properly develop Baja California, and it’s a massive waste. It would be easy to defend the border of Baja against the rest of Mexico, there’s just a sliver along the Colorado River between Arizona and the Sea of Cortez. But there’s also 2000 miles of subtropical coastline, maybe 100 of it has been developed. The rest is just wasteland.
I lived up near La Paz in La Ventana Bay, Baja California Sur, and loved the Sea of Cortez. Beautiful and rugged, and when the the kiteboarders were not there, deserted. Just a few locals and my little family with a stretch of warm, pretty water between Jacques Cousteau island ( Isla Ceralvo) and all the big fishies and dolfins and whales.
