McCain’s guy, Steven Schmitt, is the license holder/station operator for several DMR (Digital Mobile Radio) repeaters in the Northern Virginia area. These repeaters are linked to a nationwide network and pass their digital signals as packets in the internet. The hand-held two-way radios are a pain to program and rely on a set of instructions particular to the repeater called a “Code Plug”. Right now, there isn’t much traffic on these networks and the signals sound like noise to anyone without the correct code plug.

A radio pro could probably add a layer of encryption (illegal) to the DMR code and make them unreadable by the casual amateur radio operator listening in.

I am sure Nellie had a radio handed to her to use at specific times on specific channels. That is all it takes.

However, the FCC/NSA *probably* digitizes and archives the broadband and they could go back and listen to these signals and decode them after the fact if they suspected foul play. The legality of such monitoring is unknown to me.

There is ZERO "reasonable expectation of privacy" (unlike most situations, the COURTS define "reasonable" for 4th amendment purposes) for wireless broadcast.

John McNoName didn't confine himself to "brokering" - maybe "pimping" is as accurate - US military might, diddling with our banking/investment structure and manipulating campaign laws.

He also has been one of the leading politicians in allowing media and comm tech to become trusts if not monopolies. Remember when no one could own more than three radio stations? Or other media/comm components that were "deregulated?" "Reform" and "deregulation" have been two great McNoName buzzwords to camouflage his perfidy. Want a war? Talk to McNoName. Want a monopoly? Get in touch with McNoName. Need to embezzle? McNoName can help. Kill a la carte cable? McNoName is the man. Facilitate a political hit on Michele Bachmann or set up Donald Trump? See McNoName. Huh... almost like a pattern, innit?

That his stooge (or is he a handler?) Steve Schmitt is involved in NoVA comms is unsurprising, but it is another thread that needs following.

This is the scenario that makes most sense to me. If Nellie-girl is coordinating a packet net then she can reach all over the nation/world with her tech ticket. IMHO that is something that could have gone undetected for a time. It's obviously in the open now but I have to wonder how long it took to find this net. My experience with my HAM radio is that there are no secrets. I listened to our county judge talk about a skinny-dipping day with his wife down at the river one morning. No secrets! Someone, somewhere can decode those packets.
