It really should be in DC, with the Capitol building in the background and the Washington Monument in the foreground. Congress can control DC if it wants to.
I do believe that a whole lot of people regard Congress in exactly the same light as a long-ago meme I heard about Managers:
"Manager? I don't know if he could MANAGE to put out the flames if he set his foot on fire."
