Once the inevitable collapse of Citgo happens, the ruling drug cartel in Venezuela will inevitably enter its final phase. Today, Venezuela is unable to refine oil into gasoline, so in turn it is purchased from Citgo and all but given away for domestic consumption. This has given rise to a vast network of gasoline smuggling, often by the military itself, which steals the gasoline in transit then sells it in other nations for a huge profit while remaining well under the market price. Gasoline is so cheap in Venezuela, one can purchase around 875,000 gallons of 87 octane for $1.

Perhaps the headline is a result of the hyperinflation, using a slightly outdated gasoline price with a current currency conversion rate, to give what appears to be an absurdly low price. Perhaps. (I’ve never been there, don’t know the true price there, and don’t have any intention of going to find out.)

Backwardation: Prices higher now than in the future. Sell bbls.

I don’t think your business plan is taking into account all the bribes you would have to pay every corrupt government official from Venezuela to Texas in order to get them to let your convoy through.
Getting it across the US border would probably take more than all those bribes combined.
