A dog..for those unaware is not like a gun..
For one thing, a gun is an inanimate object..
A dog, on the other hand is not an inanimate object.
And since a dog, in some circumstances, is unable to restrain itself, requires the owner to restrain his or her dog.
And, and this is crux of the matter, the owner is RESPONSIBLE for restraining his or her own dog.
Or he or she should face charges.

We all know that a gun is not like a dog.
We all know that a gun is an animate object and that a dog is an animate creature
Snidely belaboring the obvious teaches us nothing.

What ties them both together is RESPONSIBILTY.
The owner of both the dog and the gun are responsible to keep them under control and contained.
