As he was getting back, could they have re-Tasered him, sprayed him with a faceful of pepper spray, hog-tied him with those big cable ties, then took a breath and called for backup?

I watched the video. What you described, is what I saw in the video.
At the moment of arrest the partner should be ready to bring maximum force down quickly at the first sign of resistance. The guy thought he was ready but it looked more like he was checking his FaceBook status for ‘likes’ and ‘shares’.
How long does a taser shock you for? If its operator controlled I woulda held the trigger down until he was finished emptying his bowels. Big cop was nice yanking him out of traffic by his scrotum!
Did the perp shoot the big guy with the one he took from the other officer during the scuffle? You can hear them say ‘gun” but its not clear if he was going for his own or trying to grab the cops gun in the tight scuffle? The big guys left knee buckles then the perp is reaching in the car for his piece.
Totally FUBAR.
At 1:29 in the video Kelly tripped but recovered and he was in the best position to fire on Clary, and the other officer was in a reasonable spot to provide supporting fire without them both being in a crossfire situation. At 1:31 both officers are on the drivers’ side of the car with Clary when he pulled his gun from the car. Kellys retreat was then blocked by the other officer and Clary was able to establish a superior firing position because he had cover, and the two officers were without cover or concealment. Heartbreaking to watch.
When he reached into the car is when they should have plugged him. He wasn’t getting a tissue.
The perp got to his knees and shook off both officers and escaped after he had been tased! Did this guy have prior prison muscles or was he on PCP?
You can tell that he was much more motivated in killing them and escaping than they were in stopping him from doing it.
