What I am thinking is they have derived an architecture where the endpoints (listeners) can interact with the base (Ohr) through alternate means to converse. Think the Resistance and the way that radio was used in WW2 with seemingly silly messages sent out but they were code phrases like “walnut sauce” which in pedo speak is pureed adrenal glands
Also, licensing elsewhere in the world is a local issue but still the opportunity exists for a fairly comprehensive off line comms network to be devised and even include satellite and other elements. The key info that Q provides to give us an insight is her getting a License which means she will be broadcasting, otherwise they (FCC) would shut her down
