I agree with your carets always point up, info flowing up, etc. But I also see a sort of loose grouping.

Core group at the top, WH, CIA, DNI. DOJ is close to that core group, but not quite in it only feeds "up" to it. Is a tool. Similarly, FBI.

Then there is the minion group at the bottom, pure tools. McCain, Fusion GPS, Perkins Coie, Steele.
