I’m confused. $1400 is REALLY high for 4 new tires. I mean, it happens. A set of BFGoodrich Allterrain T/A can do that.

$300 for tires AND wheels ? That is REALLY low for 4 new tires AND wheels.

What are you trying to accomplish here ?

He’s looking for rims and tires. With an estimate of roughly $300 for rim and tire for each wheel (4) so ~$1200 total.

It's jacked up with oversized wheels and tires. Gives a guy a high vantage point and lots of visibility in stop-and-go rush hour traffic, which is where I usually see them.
