You need to determine what company provides the phone service - ATT, Sprint, Verizon, Etc. This is usually shown on the phone. Your grandson may have had a contract to buy the phone & receive service.
The executor of his will, who has the legal right to close out the affairs of the deceased, needs to cancel the service & the provider may own on the phone. Surely the service provider can cancel the previous service & establish a new account, or cancel the service & you can take the phone to another provider. If you choose another provider, you may have to pay off the contract, but if you stay with the provider, they will probably roll any unpaid contract balance into a new account.
Cancel the service ASAP to avoid continuing monthly charges.
