The really sad part is that Bush was so intent on giving the democrats whatever they wanted in exchange for permission to invade Iraq that it even got worse under Bush. Clinton did what he did because he was Clinton. The person I blame for the explosion of the deep state in DC is Bush.
He was little more than a tool. The DS explosion is a multi-faceted event, involving agencies, Congress, Courts (which abandoned the constitutional restrain on fedgov in the 30's - better business for the courts if they are part of a bigger enterprise), academia, and think tanks - not to mention bankers and all manner of international quasi-governmental forces.
