My impression is that southern whites have been traditionally pro-welfare state. This particular view may date from the FDR era. While many have shifted their views, thanks to the massive shift of the manufacturing sector to the south, it remains a significant, though not necessarily majority, influence.

Partner, you are in a very small minority that thinks this way.

Most of them are Republican now since the Rat party left us a long time ago.

The Rat party is now the Communist/Socialist Rat party and they are going to be a small Bernie Sanders party.

Southern whites are anything but pro-welfare. From the wealthy to the rednecks and everything in between, practically all Southern whites are hard-workers. The few exceptions are the druggies abusing the system.

FDR with his taxes on business profits was and in places still is looked on as a hero in the South. Even though he was a Yankee he forced money out of the Northern industrial-financial complex and sent it South. This was considered payback for the discriminatory banking practices and such things as Pittsburgh Plus that the people of the South regarded as a deliberate policy to keep the South fettered and poor. In Forest's Confederacy many people have very very long memories and at some level really hate the Lincoln GOP and see people like George W Bush as another in a long line of abusive damnyankee politicians determined to keep the South a helot state for Yankee capital.
