It's not enough to break them up.
They need to arrest/detain everyone they can catch and get their names, addresses.
They should be processed for prosecution.
Find out who they are and start investigating their network and organizations.
Letting them walk away empowers them and will only encourage them to organize more protests.
Get their names and arrest records.
This will act as a determent.
