Disabling the 911 system in times of crisis is an excellent way to stop emergency services. I wonder who is testing this out to see how well it works?

There are only so many ways to get phone traffic around. We lost half of our service to a hospital a couple of weeks ago because a fiber optic cable was cut about 800 miles from here.
Infrastructure is an interesting business. There are places in the country where there is a convergence of wire where someone could knock out data and telephone to huge chunks of the country. And these are places most people have never heard of.
There used to be a building down the street from me where every single telephone call to Europe passed through until the age of operators phased out. Someone with an axe could have taken it out. But hardly anyone knew what was there.
So, yes, a guy with a backhoe can cause a lot of trouble.
