New Orleans is a non-viable city and everyone knows it. That is the basis for 'let the good times roll'. Everyone knows the city is decaying and it is unstoppable so why not do whatever the hell you want? The infrastructure is un-fixable, the Gulf is encroaching, the management is corrupt and they only have uneducated, uncaring workers to run and fix things. One more big hurricane and there is NO more coming back.
The truth is N.O. is over 60% black and only a small percentage of those is not criminal, related to criminals or sympathetic toward thugs like these shooters simply BECAUSE they are black. It's a tribal mentality. Inter-tribal violence/murder is acceptable, other 'tribes' attacking is not-so the thinking is self-perpetuating , generational and defended. There is NO outrage in Black New Orleans about this. It's part of life, normal to them, and retaliation goes on and on.
The sad fact is that the minority of civilized citizens, and the elite whites who THINK they are N.O, can say 'us' and 'we' all they like.This shooting IS the real New Orleans and they like it that way. Clash of cultures, and this proves who's winning.Demographics.

I'd say you are pretty accurate. "Laissez les bons temps rouler" is about what the attitude is in the perpetual end of the world party that is New Orleans. My son works in the Quarter and his honey lives in old town but I very rarely venture over there anymore.

I still remember immediately after the hurricane the folks floating around, walking around in water or hanging out in flooded houses and bars just drinking beer and having a good ol'time. It took a few days for reality to set in.
