Am I to assume that the possession of the “contents of Weiner’s laptop” (in an attempt to deliver to Wikileaks) is what constituted their ability to arrest him on the initial charges? Once in custody, and smeared, the Black hats then were able to file the additional charges?

That's what it smells like to me, though it's not clear that it was the weiner laptop data he was attempting to leak. It could be anything that triggered the initial probable cause to seize his computers, dump a bunch of child porn on his computer beforehand. Now that his credibility is in the toilet and his continuing custody is assured, file the additional charges at your leisure.

Done, done, and done.

The CIA way.
