A guardsman should not lower his standing to bully a woman. No excuse for it in my books.
You will notice that the action to his rifle is locked by a covered plastic shroud. Its al for show, and what he did puts the Queen’s Guard in disrepute IMHO. No chivalry or kindness. She had her back to him having her picture taken. If she had been striking at him with a scarf or something I would understand his conduct, but he was an unmensch of the first order IMHO.

Not true in Britain, one does not have to be a citizen to sue or be sued. And certainly criminal law applies to everyone.
But then here it is in black and white,the law that applies to the “Guard,” Law Courts Martial:

Part 1 Offences
19 Conduct prejudicial to good order and discipline
(2)
A person subject to service law commits an offence if
(a)
without reasonable excuse, his behaviour is
(i)
threatening, abusive, insulting or provocative; and
(ii)
likely to cause a disturbance; and
(b)
he intends to be, or is aware that his behaviour may be, threatening,
abusive, insulting or provocative.
(3)
For the purposes of this section a persons behaviour includes anything said by him.
(4)A person guilty of an offence under this section is liable to any punishment
mentioned in the Table in section 164, but any sentence of imprisonment imposed in respect of the offence must not exceed two years.

No matter where you draw the line, there is always somebody who will cross it to get a selfie.

Everybody in that crowd will take cues from what the guard does, which will indicate what is and what is not acceptable. What is acceptable is to keep to your side of the rope line. As soon as the guard indicates it is acceptable to be over the line by deviating from his patrol pattern, he invites additional crossers.
A better solution, IMHO, would be to move everybody out of the plaza, and move the rope line 60 feet farther away from the building.
That Law is for service members like the “Guard.” It does not apply to civilians, it also indicates how the girad should have conducted himself. Assaulting a woman in these circumstances is nothing but being a bully.

So what. A simple command of “ Make Way!” takes care of the problem, with a direct line of march along the rope . I get a kick out of those who accept bullying on behalf of another but would not accept it if it happened to them personally.
If Im on the other side of that rope, I accept bullying. Of course, I would not be on the other side of that rope in the first place.
