Someone is said to be retarded if they experiance slow development or limited development. Its often the case that more time or acute training can bring the person to full development.
A person who experiences slow or incomplete development is called a retard. And of course, an average person who is referred to as a retard my take offense. But these same people who want to take this word out of the English language love to call Trump voters by lots of choice names that mean something close to retard.
