I believe they could, and I have a pinned tweet with Obama (prior to being President) actually saying “I was not born in Hawaii, I was not born in USA, I was born in Kenya”...it was sent to me on Twitter a week ago, and I posted it as my pinned tweet. But this clip you referenced in you comment on twitter is not real. It was debunked years ago. Barack Obama Admits he was born in Kenya Speech
