It seems that maritime salvage laws would be in effect, and the finders would have the best claim. Of course russia isn’t known for it’s strict compliance with international law.
National ships, i.e. warships, remain the property of their nation, so Russia owns the ship. Now if Russia doesn’t have the technical means to get at the treasure, they can make arrangements with others to try to salvage it.
