Right before it at around 4L03 he says “We have a lot of good things to talk about, and we have things to talk about,” which distinguishes the good developments from the other, horrible topic of child trafficking.
Putin did not flinch or look up when Trump said it. I would think he was in on it ( and Putin speaks perfect English supposedly).
