They are not supposed to be able to register but it is very easy to. I have seen many people I know to be here illegally at our local polling places.

I thought a talk radio guy Bill Cunningham said the illegals, noncitizens voting in CA were in the millions and provide extra House seats for CA and federal money for aid.
Someone must have definitive answer I guess.
