South Korean troops tried to impress upon the Vietnamese people how much their country had progressed in the dozen years since the ceasefire there, but they were only in a couple of provinces. They pointed out that much of their gear was made in South Korea as their manufacturing rapidly grew.

The Việts understand those things. They have developed the same way the SoKors did. The business minded builot a whole network of essentially barter and sub rosa businesses before there was any loosening. TYhe SKs then had their amazing bloodless Revolution and did not replace the corrupt government with a more corrupt government. The Vietnamese have not taken that step. After the SK revolution all the business came into the open and the Korean Miracle happened.The Vietnamese have not taken that step. The government there loosened and has steadily reduced the corruption and it has been a slower process and went more smoothly so long as America was pressuring the government to ease up and allow more freedom. Clinton and Bush did that. Obama hates the Vietnamese because VN was and is trying to be an American ally and that attitude is anathema to Obama and post Bill Democrats. Trump seems to have not turned his attention to that yet so the repressions that returned after 2008 are not being rolled back though they have stopped getting worse. I have a lot of faith in the Vietnamese. They are the most individualistic of the East Asians and have a passion for business same as the Koreans.
