I used to work for a company that was automating the controls for Chinese nuke plants. Company policy was any computer going in doesn’t come back. It was guaranteed to be corrupted. What I assumed then and warned people to no avail was that when we did this they would demand the source code. I don’t know if they did but based on what I’ve learned the past year I think they did. They got it one way or another.

seems that over the past 30 years the problems were just too overwhelming for anyone to take on so they just ignored everything...
