Awan can not be prosecuted for any crimes that occurred in DC. End of story.
If he committed an unknown crime in Hawaii then yes, he can be prosecuted. But he can not be prosecuted in Hawaii for crimes he committed in DC.

I disagree and here is why: 1) He performed IT services for 30 plus members of congress. 2)If any congress member communicated with their local district office using their congressional system, he had access and the crime crossed State lines. 3) If the 30 plus members colluded to hire him (took a bribe to hire him), your talking RICO! 4) Any person who is represented by any of the 30 plus members has STANDING to file suit
