This article really hits home for me as my family is from Stockton and my Father was born right next door in French Camp. I agree totally with your response that just giving them money has unintended consequences if not tied to a program to give them new skills and a path forward to better times versus handing out money with no where to go with it
I could see this becoming a “magnet” for folks in the Bay Area in homeless camps to migrate out that way to get the cash and then what??
Job Training and drug rehab programs that work as well as educational assistance will yield results for many, and some will just keep on grifting

I kinda wish that President Trump would stand up some type of program aimed at people over the age of forty with no real job skills, who are unemployed. As charged up as the jobs market is (down to 3.5 percent in numerous states), we need these people. There ought to be some way of a job-skills-training grant for 200,000 people a year, and get these people on the right path.
Rather than encourage more immigration, let’s just take the lesser-talented folks here already, and use our limited financial resources to do long-term good.
