The tweet comes just before President Trump is slated to reveal who he will nominate to the Supreme Court to succeed Justice Anthony Kennedy

It can be read two ways: Trump sent his flash flood warning following the announcement or the flash flood warning is for after the announcement. I believe they intended the latter.
English can be tricky.
