I don’t understand what that means. Is it hyperbole for “a short window of time”, or is there a point in the process where an actial second makes a difference?
A very short window, controlled by the weather (rain).

It is a translated metaphor. It means to act now and gives credence to the abstract that life is fleetingly short. Remember that Thailand is a Buddhist country and that the shortness of this lifetime is often alluded to quite often.
It’s like the stupid phrase “it’s gonna take a minute” that has become popular here to mean a while.
It’s the curse of celebrity. For some asinine reason the governor feels the need to add drama to this situation.
