“We have a fraction of a second to help them come out,”

I don’t understand what that means. Is it hyperbole for “a short window of time”, or is there a point in the process where an actial second makes a difference?

It is a translated metaphor. It means to act now and gives credence to the abstract that life is fleetingly short. Remember that Thailand is a Buddhist country and that the shortness of this lifetime is often alluded to quite often.
