Yes. They are officially empowered “to make recommendations.” I agree with that 100%.

However, absolutely nowhere does it say they (Huber, IG, etc.) have been granted prosecution authority. The letter does not do that.

As the letter clearly states, his recommendations (if any) go straight to Rosensessions. That’s it. That’s all.

Where they (the recommendations) die (imo). Huber is NOT prosecuting anyone on the seditious matters. No prosecuter has been assigned to proceed with a criminal case, and nobody has been arrested. Proof: It would absolutely leak. Anyone honest knows that is true.

Just one arrest, and I would buy Huber flowers and turn into a Sessions fan. Just one.

what do you think "OTHER APPROPRIATE ACTIONS" might be?

And they don't just go to Rosenstein do they? additionally for all you know Rosenstein won't be the assistant AG as soon as this week.
